The 'Access All Projects' permission is an Enterprise feature that allows a non-admin user to always have access to projects. Users who have the 'Access All Projects' permission turned on will be able to access and edit projects, such as adding line items.

This permission can be turned on and off by going to Settings > Team and clicking on a user to access their permissions window.
